In this short essay it is argued that recent criticisms portraying the activist environmental movement as overly pessimistic are valid and that the communication of this pessimism to the public at large has been largely counterproductive to the objectives of environmentalists. It is argued that, in contrast to historic assumptions of a ‘progress paradigm’ that epitomized the widely held optimism of the past, the shock tactics and pessimistic media campaigns employed by the activist environmental movement, and the media that capitalizes upon those campaigns, have contributed to the creation of a figurative hopeless age. The key characterization of the hopeless age is the widely held assumption that the future will be worse than the present and that the lives of future generations will be diminished relative to our own. It is argued that the creation of this social-psychological phenomenon is counterproductive to the aims of the environmental movement and that the restoration of a collective vision and message of hope would be far more productive. Lastly, some reasons for a hopeful outlook are suggested.

运用心理测量范式调查北京和南昌居民对PM2.5信息发布源的信任度以及健康风险认知,结果表明,居民信息源信任度仅为一般水平,专家和非政府组织信任度较高,政府信任度较低,北京居民信任度低于南昌居民,风险认知高于南昌居民.基于结构方程模型,构建风险认知影响机理模型,分析表明信任度对风险认知有显著影响,北京和南昌影响系数分别为0.244、0.183;个体特征能直接或通过信任度间接影响风险认知,北京和南昌总影响系数分别为0.222、0.214,其中个体基础信息(年龄、月收入、职业)、健康状况(儿童和老人数、自身健康状况、曾或正患呼吸疾病或心肺疾病)、居住位置与工作方式均对信任度和风险认知有显著影响.  相似文献

Adopting a new paradigm for natural resource and environmental policy that emphasises continuous change, adaptation and learning demands a new approach to evaluation to enable improvements in the way these initiatives contribute to sustainable resource use. Evaluation is fundamental to identifying change, supporting an adaptive approach that is flexible enough to meet the challenge of change, and enabling learning at individual, community, institutional and policy levels. Based on a consideration of changing approaches to natural resource management (NRM) policy and observations and experiences in the practical assessment of on-the-ground initiatives, the authors develop a set of principles for evaluation in NRM that: (a) addresses evaluation from a systems perspective, (b) links objective to consequence, (c) considers the fundamental assumptions and hypotheses that underpin core policy or program objectives, (d) is grounded in the natural resource, policy/institutional, economic, socio-cultural and technological contexts of implementation in practice, (e) establishes practical and valid evaluation criteria by which change can be monitored and assessed, (f) involves methodological pluralism including both quantitative and qualitative methods to ensure rigour and comprehensiveness in assessment, and (g) integrates different disciplinary perspectives (i.e. social, economic, environmental, policy and technological). The paper develops a systems-based evaluation framework that incorporates these principles and also recognises the multiple levels and nested nature of NRM policy, namely: problem characterisation, policy formulation and intent, program logic, and on-ground implementation. Finally, we demonstrate its utility through application to three contrasting Australian case studies: a community-based Integrated Catchment Management policy implementation; a resource information delivery system; and the development of a Decision Support System.  相似文献

ABSTRACT

Destructive earthquakes in urban or rural areas around the world have caused severe damage to local societies. Pre-disaster prevention and post-disaster reconstruction can significantly reduce the impact of earthquakes on communities. To explore the popular research topics and trends in this area, CiteSpace was used to develop a knowledge map visualization. It was found that the main research into earthquake disaster prevention and reconstruction has been focused on disaster risk reduction planning, disaster mitigation knowledge, participatory disaster governance, and community resilience building. In this Special Issue, there were six distinctive earthquake disaster research papers that covered scientific, social, and institutional aspects. It was concluded that to reduce the effects of earthquake disasters, an interdisciplinary research approach and systems thinking is needed. The investigation also revealed that there has been a paradigm shift from post-disaster reconstruction to pre-disaster prevention to build community and urban resilience.  相似文献

ABSTRACT

Earthquakes occur in and around active lithospheric-plate margins that are located both in diverging and converging plate-settings. New fault rupture or old active fault reactivation can cause ground shaking, land deformation, land subsidence, landslides, and mass avalanches. The relevant locations of major risk centres around the world are well known. However, the parameters such as trend, pattern, frequency and magnitude are highly variable and very difficult to determine and predict. One result is that many fundamental and universal scientific achievements for mitigating earthquake hazard have often failed in protecting and safe-guarding human life and property. Although naturally occurring events cannot be prevented nevertheless loss of life and property damage could be minimized if an integrated effort and using the wisdom of the relevant professionals are practiced. A paradigm shift of the culture from post-disaster relief and rehabilitation to pre-disaster preparation and practice would reduce the level of destruction from an impending earthquake. Requisite pre-disaster physical planning and appropriate building measures, and pre- and post-disaster risk management should give special attention to public awareness programmes for loss mitigation. However, the fundamental requirement for such achievement is dedicated approach and commitment from the planner, practitioners and end-users of risk mitigation actions.  相似文献
